Can a circuit that is not working cause a fire?

If the circuit is turned off at the breaker panel, there is no source of energy to cause a fire.

However, if the breaker is turned on, but there is a fault somewhere in the circuit that prevents it from being used, then absolutely it can cause a fire. An example might be an outlet circuit with a poor connection that will not let power to the outlet. That connection can easily heat up enough to cause a fire.
