I have supposedly 4 half hot receptacles. The switch for them controls nothing. Their receptacles are at full power. Everything should be wired properly. I opened the switch box. The Red is connected to the White power and the Black to the White power. Red to Black, nothing. All wires hanging loose still have full power to all receptacles. Any ideas as to problem?

Sounds like somewhere the black and red have been connected together. Perhaps someone replaced an outlet (or all of them) in the past but failed to cut the small tab between the two brass screws? All it would take is a single outlet done that way to make them all unswitched.
