I'm living in a hilly area of Uttarakhand, India at an altitude of approximately 1000 meters, and an average temperature of 0 to 32°C. Can I grow chia here?

If your temperatures reach 32° Celsius, your climate gets hot enough. But if you are 1000 metres above sea level I suspect you have a longer cold season than your warm growing season. I suggest you toss some chia seeds on the ground early in Spring and see how you go. I don't think you should invest time and effort in actually 'farming' chia until you know for sure your growing season is long enough for the chia to flower and seed.
