Your state forbids leaf blowers to blow leaves into the street, and also forbids blowing on "unstable" surfaces—like gardens that have a lot of open dirt or mulched areas—that would blow detritus into the air (other than leaves). However, different counties and cities can have more restrictive ordinances, so I would start there. Call your city and county air quality boards/departments to ask what restrictions they have about using gas leaf blowers.
If they have restrictions that your landscaper is ignoring, you should first talk it over with the landscaper (out of courtesy), then with the apartment manager, then the owner. If each of them blows you off, then report it to the city or county and include details (everyone's names and contact information) plus photographs.
If there are no ordinances restricting gas leaf blowing in your area—other than the two state regulations—you could look for a nonprofit that might already have started to deal with the problem and ask if you could work with them. If there isn't one, you could put together a petition from the people in your complex to submit to the city or county. Call them first to ask what should be included, and let them help guide the process. If they ignore you, find someone in another area who has the same problem and team up with them.
