If the holes are very small, and the material is hard e.g. stainless steel, you could try using carbide drill bits. These are readily available from electronics suppliers and normally used for drilling pass-through holes in PCBs which are made from glass-reinforced epoxy. Cobalt bits are also available from these suppliers with diameters down to 0.15mm.
