Why isn't it a safety issue when connecting a short wire with a light in a circuit?

If you're referring to something like a lamp cord, from a lamp to an outlet, it has to do with the resistance of the wire, and a short wire has very little resistance. A wire the same size but 100' long will have far more resistance and create more heat as a result.
